🎯 Covers these PMP exam tasks: 3.1 Define and establish project governance

Project governance is the framework that defines who decides what, when, and how. It doesn't mean bureaucracy; it means clarity. When everyone knows the limits of their authority, decisions are made faster and there is less conflict.

Two key elements of governance are decision rights and escalation paths. For example: the team lead decides on daily tasks, the project manager decides on small changes within a set tolerance, and anything beyond that is escalated to the sponsor or the steering committee. Escalating isn't complaining; it's moving the decision to whoever has the right level of authority.

In a predictive approach, phase gates (or stage reviews) are used: at the end of each phase, decision makers meet to review performance and the business case, then decide to continue, adjust, or stop. The sponsor champions the project and provides funding, while the steering committee gives strategic direction and settles major issues.

In agile, governance still exists but is lighter and more frequent: instead of a big review every few months, stakeholders see a working product at the end of each iteration and decide based on real results. The team gets wider authority over how the work is done, while the Product Owner keeps the decision on what gets built first.

💡 Key points

  • Governance clarifies who decides what, and when a decision is escalated.
  • Escalation moves a decision to the right authority; it isn't a sign of weakness.
  • Phase gates are decision points: continue, adjust, or stop.
  • Agile governance is lighter, more frequent, and based on a working product.

🌍 Real-life example

A construction firm is building a residential complex. The project manager may approve changes up to 2% of the budget. When a soil problem required deeper foundations costing an extra 6%, he didn't decide alone; he escalated to the steering committee with an analysis of the options, and the committee approved the funding at the phase gate before structural work began.
