Project charter

🎯 Covers these PMP exam tasks: 1.1 Develop a common vision

The project charter is the project's birth certificate. Once it is approved, the project officially exists and the project manager may use organizational resources for it. Before the charter we have an idea and a business case; after it, we have an authorized project.

The charter is issued by the sponsor or someone above them in the organization, because the sponsor holds the money and the authority. The project manager may help draft it, but they don't sign off their own mandate. Ideally the project manager is appointed early, before or at the moment the charter is approved.

The charter holds high-level information, not detail: the project's purpose and measurable objectives, the overall scope, key milestones, the summary budget, major known risks, key stakeholders, success criteria, the project manager's name and level of authority, and the sponsor's name.

The charter is not the project plan. The detailed plan comes later and is built on top of it. In agile settings the charter may be lighter, focusing on vision, purpose, and how the team will work together, but formal authorization and agreement on why the project exists are still essential.

💡 Key points

  • The charter formally starts the project and gives its manager authority.
  • It is issued by the sponsor or higher, not by the project manager.
  • It holds high-level information: objectives, milestones, budget, major risks, stakeholders.
  • The charter is the foundation of the plan, not a replacement for it.

🌍 Real-life example

A private school principal signs the charter for a new science lab: the goal is a ready lab before the school year starts, the budget is 150,000, key milestones are design approval, procurement, and installation, the main risk is late equipment shipping, and the project manager is a teacher named Khaled, authorized to buy items up to 10,000 without asking her.
