🎯 Covers these PMP exam tasks: 3.3 Manage and control changes

Change is a normal part of any project: a client asks for an extra feature, a supplier raises prices, or a new law demands an adjustment. The problem is not change itself but uncontrolled change. That's why every change to the approved plans goes through a written change request.

The word "integrated" is the heart of the idea. A change in one area ripples into the others: adding a room to a building changes the scope, raises the cost, stretches the schedule, and may add new risks or affect quality. So the project manager runs an impact analysis across all of these together before anything is decided.

After analysis, the request goes to whoever has the authority to decide, often a change control board (CCB): a group of stakeholders empowered to approve, reject, or defer changes. The project manager decides alone only on what falls within the limits written in the charter or the change management plan. If the board approves, the baselines and documents are updated, stakeholders are informed, and then the change is carried out.

In agile, change is expected and welcomed. There is usually no formal board; instead the Product Owner adds the new request to the product backlog and reorders priorities, and the team picks the highest-value work in the next iteration. Even so, the work of the current iteration usually isn't changed without a strong reason.

💡 Key points

  • Every change to the approved plans goes through a written change request.
  • Analyze impact on scope, time, cost, quality, and risk together before deciding.
  • The decision belongs to the authorized body (like a CCB), not to the PM beyond their authority.
  • In agile, changes are handled by reprioritizing the product backlog.

🌍 Real-life example

Two weeks before a wedding, the family asks for a large display screen in the hall. The event planner writes a change request showing it adds 8,000, needs electrical work, and may delay the lighting setup by two days. He presents it to the groom's father, who holds the budget; he approves, and the planner updates the budget and schedule and informs the suppliers.
